It is you that we depend on to ensure that the players and the parents have an enjoyable experience in our program. We also want you to have fun during the season and hope that you do. Building and developing these players, especially developing a love of the game, is what we are all here for and we, as a Board, want to support you in any way that we can. Please contact any Board member (they will usually be wearing an MYSO polo shirt) when at the complex and let us know how we can make the program even better. Also, please consider becoming a Board member. We are a volunteer organization and we are constantly looking for volunteers to better balance the workload of any one person. Please give some thought to serving the soccer youth of Morton. The enclosed manual is our primary means of communication with you as a coach. We have tried to make it simple but also tried to fill it with information. It is organized as follows: MYSO Philosophy Basic Coaches Responsibilities Administrative Rules of the Season Team Formation Resource Information Philosophy Everyone Plays - Every child must play at least half, and should play at least three quarters of every game. Balanced Teams - Teams are reformed each year so that all teams have essentially the same chance to succeed. Open Registration - MYSO does not restrict membership on the basis of talent, race, religion or any type of belief or attitude. Positive Coaching - Soccer is FUN for the players, coaches and parents. MAKE IT SO! Good Sportsmanship - Practice good sportsmanship before the game, during the game and after the game. You are your players role model more than anyone in this regard. Basic Coach Responsibilities Have a parent meeting to start the season. Ask for help if you need it. Turn in your roster with numbers at the first game. Create a treat list and use the concessions stand the players enjoy it and it helps MYSO Keep it positive. Let the players experience a variety of positions. Follow the MYSO Philosophy. Make sure players come to Picture Day (August 23th.). We need a full team picture for our sponsors. Even if your team does not play this day, please encourage your players to come for the team picture. Conduct practices before the season begins at a minimum. Be prepared, both at practices and the games. Respect the referees. We have difficulty getting referees every year. Have FUN! Have FUN! Have FUN! Have FUN! And last but certainly not least: Collect and turn in the uniforms and the ball bag & balls on: Saturday November 8, 2008 9:00am Noon at McClallen Park MYSO Procedures and Rules RULES OF THE GAME: Except as modified herein, the rules of play for the Morton Youth Soccer Organization (MYSO) shall be the laws of soccer as published by the Federation International de Football Association (FIFA). REFEREES: We will run the games with a center referee who may ask for assistance from the coaches on when a ball is out of play. He/She will also attempt to call offsides in the older divisions, but will only make the call when it is clear to them, as they will not always be in the best position to see the offside condition. Please show respect through the season to the referees, the players and the other teams. Many of the referees will be young people who deserve the respect of the position of referee. Please address the referees in a respectful manner. Remember that intimidation and verbal abuse are not only the content of what is said but also the tone and timing. "Nice call", said at the wrong time or in the wrong tone could be interpreted as " At last, it took the entire game for you to make a correct call." Our referees are an important part of our program and a resource in short supply. FIELD OF PLAY: All games will be conducted at McClallen Park at the corner of Tennessee and Jackson. The fields are numbered from east to west with Field #1 being High School Field and then A is the north field and B the south field. Please do not practice at McClallen Park, but instead use Birchwood, Idlewood or other park or school facilities. TEAM AREA: Each team should locate itself in an area on one side only of the halfway line, not closer than three feet from the touchline. The area is on the opposite side of the field from the spectator area. Please use the area between the fields for the teams. Coaches and substitute players should remain on their half of the team area side. One coach from each team in the U8 divisions ( 1st and 2nd grade) is allowed on the field. The coach on the field should restrict his/her activity to his/her team's defensive 1/3 of the field. He/She should refrain from coaching around the play of the ball, but instead instruct when the ball has moved away. SPECTATOR AREA: A spectator area is provided to the north of the A field and to the south of the B field. At no time are the spectators allowed on the team side of the field or behind the goal lines. THE BALL: The game will be played with the best ball available, as determined by the referee. The division playing will determine the size of the ball. (See Duration of Game table) THE PLAYERS: During the 2008 season, the participants will be assigned to league playas follows: Division U6 (clinic) -boys and girls entering kindergarten Division U8-B -boys entering first and second grade Division U8-G -girls entering first and second grade Division U1O-B -boys entering third and fourth grade Division U10-G -girls entering third and fourth grade Division Ul2-B -boys entering fifth and sixth grade Division Ul2-G -girls entering fifth and sixth grade Division Ul4-B -boys entering seventh, eighth and ninth grade Division Ul4-G -girls entering seventh, eighth and ninth grade Assignments other than those specified above may be made with the approval of the registrar. In all cases, the wishes of the parents and participants will be considered fully. The best interests of the child will be the determining factor when considering special requests. Teams in divisions U10, Ul2, AND Ul4 will have a designated team affiliate in the next younger division. If a coach is concerned about not having enough players, he or she may contact the coach of the affiliated team and request that a player is made available to play during their teams game. If the affiliated team also has a game at or near to that time, the coach of that team may refuse to make any players available. In that case, the coach may ask for players from the alternate affiliated team on the affiliated team list. A coach's list with phone numbers will be made available prior to the beginning of the season. Several rules apply to the use of affiliated players in league play: I. A coach may bring up as many affiliated players necessary to bring the number of players to three over the number of players on the field. 2. An affiliated player may not play goalie. 3. Affiliated players may not start the game in front of any regular player. 4. Affiliated players must also play half the game and may not play more than any regular player. 5. The use of affiliated players should be indicated to the referee. SUBSTITUTION: Either team may substitute: * 1. Between periods (games are played in quarters) 2. On a goal kick 3. After a goal has been scored 4. When play has been stopped for an injury, the injured player may be replaced and the opposing team may substitute one player 5. When a player has been cautioned (yellow card), the cautioned player must be replaced. 6. When a player has been disqualified (red card), the disqualified player cannot be replaced and the team will play "short" for the remainder of the game. 7. A team may also substitute on its own throw in. No substitution will be allowed on any corner kicks. 8. The coach will signal his/her intention to substitute by sending the player(s) to the halfway line and calling out "substitution" to the referee at the appropriate time. The player must wait for the referee's consent before entering the field of play. 9. Game play rules apply whether or not players attend practice. 10. All substitution is at the Referees discretion. PLAYING TIME: See MYSO Philosophy. The only exceptions permitted are injury, illness, or absence. *Exception: 1st and 2nd grade may substitute on the fly with the substituted player leaving the field before the new player enters. PLAYER EQUIPMENT: No modification to the league uniforms permitted. Molded sole shoes will be worn. If the shoes contain cleats, they will be of rubber, nylon or plastic. Metal cleats of any type are not permitted. NO Toe Cleats. Shin guards manufactured for that purpose are required. Socks, which cover the shin guard, are also required. Failure will result in the player not being allowed to play. Illegal equipment will not be worn by any player. This applies to any equipment, which, in the opinion of the referee, is dangerous or confusing. This includes: 1. Projecting metal or hard plates. 2. Hard casts; soft casts may be worn provided: a. They are padded and wrapped in soft material. b. They are inspected and approved by the referee. The player must provide a doctor's certificate stating that he/she is permitted to play soccer while wearing the cast. 3. Helmets of any kind 4. Jewelry, including watches, bracelets, earrings, rings, etc. 5. Hats, other than knit stocking caps. Only exception is the goalkeeper who may wear a soft baseball style cap to keep the sun out of their eyes. 6. Only prescription eye wear will be allowed. DURATION OF THE GAME: The duration of the game in each division is as follows: GRADES/DIVISION BALL PLAYERS QUARTERS OVERTIME U-8 boys and girls #3 6 on 6 4 x 13 minutes No U-10 boys and girls #4 8 on 8 4 x 13 minutes No U-12 boys and girls #4 8 on 8 4 x 13 minutes No U-14 boys and girls #5 6 on 6 4 x 15 minutes No Providing both coaches agree, the number of players on the field may be modified due to circumstances. Both coaches must inform the referee of such modifications before the start of the game. Interval between periods: Quarters are being used and the time between quarters 2 & 3 will be a maximum of 5 minutes. The time between quarters 1 & 2 and 3 & 4 will be a maximum of 2 minutes. Regular season matches that end with a tie score after predetermined time has expired will end in a tie. Tournament Games: Tournament games will provide for a shootout format if needed. 5 different shooters will alternate shots on goal any players on the team may be used. If the game remains tied we will go to a Golden Goal format with one new shooter from each team until the tie is broken. FOULS AND MISCONDUCT: If a player is sent off the field (red card), he/she will not be permitted to play in the remainder of the game and will be suspended from the next game his/her team plays. If a player is disqualified from a second game during the season, that player may be suspended from the remainder of the season and could be subject to suspension from the following year of play. All disqualifications will be reported by the referee to the Head Referee. In addition, any action by a coach or parent deemed by the referee to be warranted will be reported to Head Referee. MISCELLANOUS: Slide tackles will not be permitted in the MYSO program. Due to the potential hazards and the minimal coaching provided to correctly execute and avoid slide tackles, no slide tackles will be permitted. Note that being on the ground and kicking at the ball is not in itself a violation of this rule. Only when a player puts himself or another player in danger while kicking at the ball should the referee stop play. Goal kicks in the U-8 division will be taken at the outside of the goal box. Offsides will not be called in the U-8 division, only a warning will be issued. WEATHER and MAKE-UPS: The referees have the authority to suspend play at any time they feel that the weather, field conditions, or darkness presents a hazard to play. Games will be played in the rain, but will be suspended when lightning is spotted in the area. MYSO employs the use of lightning detectors at the Park. These detectors indicate the presence of lightning and the distance away. Studies have shown that dangerous lightning may be present when there is no perceived danger. The officials or MYSO board members at the park monitoring the weather conditions may suspend a game even though there is no perceived danger. Suspended games may be resumed by the mutual consent of the coaches, an MYSO board member, and the referee, but resumption is not mandatory or guaranteed. If the weather conditions threaten the cancellation of scheduled games, MYSO will use its recorded message service after 3: 30 p.m. on weekdays and after 7:30 a.m. on Saturdays to indicate the status (263-6976). You may also check our website at MYSO.net for weather or coaching information. If rain occurs after that time, it is the responsibility of the game officials, or MYSO board members to call a game. Remember, we do play in the rain. The following schedule will be followed if a game is cancelled: 1st game in any division will not be rescheduled. 2nd game: will be made up if possible using the following prioritization: U14 boys and girls U12 boys and girls 3. UI0 boys and girls 4. U8 boys and girls 5. U6 Clinic The Referee Coordinator (Cal Masear 698-1495) will find an available time to play and then notify coaches of rescheduled times. The Head Referee will arrange to have referees available. SMOKING POLICY: The MYSO is a "smokeless" program. Coaches and the assistants are prohibited form smoking during the times they are with their teams in an organized activity. Generally, this includes practices, warm up periods before games, games, picture day, and immediately following a game. All forms of tobacco are prohibited. The whole point is to set an example for the athletes. You are a role model whether you want to be or not. It goes without saying that the use of alcohol or drugs is also forbidden and will result in the coach or assistant being dismissed from the program. Team Formation Rules Team balancing is intended to level the playing field with the ability of the players in each division. While it will never be perfect, if everyone approaches the process with that intent, we will achieve the best result possible. In the U-8 Division, the top few players will be identified and evenly distributed to the teams in the league. After that point in time, the remaining players will be distributed in a blind draft process. In all other leagues, the process will be as follows: The cards listing the players and their evaluation and other information will be put on the board with the players of equal ability being evenly distributed among the teams. After all players have been put on the board, the coaches present at the team balancing must agree that the teams appear to be equal to the best of their knowledge and that the players are listed in order of their ability. Additionally, all sibling issues need to have been completed. If needed, players will be moved around the board until the teams appear to be equal. The coaches will then draw cards to be assigned to a team (teams will not be selected by the coach). If a coach is assigned a team that does not include his child, he will move his child to his assigned team and move the corresponding ability player (#4 players would be exchanged if his child is the #4 player on the other team) to the team where his child was listed. After the balancing has occurred, if there are "friend" requests, they can be switched with a player of corresponding ability but must be approved by all coaches as to not disrupt the balancing of the teams and should normally be at a player level below the median point. At the end, all coaches need to agree that the teams are as balanced as best as possible. At that time, the coaches should record their team on the associated roster forms. If there are any disputes and / or questions, the decision of the MYSO representative will be considered final.
