The meeting was conducted by NPL board members Mike Doyle, Bob Horne, and Kris Kretsch along with project committee member, Jim Conway. The attendees included neighbors from Plummer Ave, Merrimac St, and Moulton St. There were also members present from the Atkinson Common Commission, Community Action, and the Newburyport Parks Commission. Mike reviewed the site plan prepared by Oak Engineering, as well as the Field House rendering prepared by MBR Architects. He also reviewed the total project cost of $1.6 million. He reminded the group that all renovations are contingent on required fund raising. Mike informed the group that Mike Barry has already committed to donating $100,000 and will donate an additional $100,000 if the league is able to raise a matching $100,000. The attendees seemed very interested in the overall impact of the plan on traffic and parking. Attendees ask NPL to perform a traffic / parking study to include the parking on Merrimac Street, Moulton Street, and Plummer Ave.  In general the attendees would like to know the typical count of parked car vs. the total quantity of parking spaces in the proposed parking area.  The goal is to have enough parking within the proposed parking lot to accommodate the number of cars that are typically parked in the present parking spaces, along Merrimac Street, Moulton Street and Plummer Ave.   Bob Horne-NPL reviewed the NPL's efforts to alleviate parking issues through scheduling strategies.  Also, Bob Horne reviewed the successful use of the website as a communication tool with the NPL membership and invited the neighbors and friends of NPL to use the website.   Mike Doyle mentioned the possibility of dedicated parking spaces within the NPL proposed parking area for the neighbors if the loss of on-street parking is real issue with them.   Attendees requested that any proposed roadwork include cross walks at the Plummer/Merrimac and Moulton/Merrimac intersections.   NPL reviewed the proposed parking area with all attendees and indicated that additional parking could be realized by replacing the single row parking with a double row (in those area presently shown as single) - approximate gain would be 12-14 spaces; this is presently being studied. There was also a concern by abutters to the park on Merrimac Street (toward Moulton St.) that something needed to be done to discourage cars from parking in front of their house. Mike said he would review the concept of “tapering” Merrimac Street beginning at Moulton St. and at Plummer Ave. with Oak Engineering. Also, the entrance to the proposed parking area on the Moulton Ave. side should not be closer than 20’ to the driveway to the right of this entrance. Also, after the meeting a concern was raised that the plan submitted by Oak did not fully utilize the parking area behind Founders Field. This concern will be discussed with Oak Engineering as well. Attendees asked that NPL request a flashing sign on the west bound side of Merrimac Street and the east bound side of Merrimac Street, similar to school zone lights, letting drivers know that they are approaching a playground area.   Mike Doyle reviewed the Merrimac Street reconfiguration and stated that part of the proposed reconfiguration is a traffic calming effect.    Attendees expressed concerns about street parking between NPL and Moulton Street, and NPL and Plummer Ave.  NPL is glad to work with the neighbors (attendee's) but reminded the group that there participation will be required as this is beyond the scope of the ball park renovation.   Mike reviewed the new Field House with everyone in attendance. The response to the Field House was very favorable. Attendees suggested approaching Whittier Vocational Technical High School about construction of the proposed club house. The Community Action contingent expressed a concern regarding the amount of time the playground area might be down for when it is eventually moved.
