EQUAL PLAYING TIME: NYBL is an equal playing time league. The goal of the league is to develop every player’s skills and to teach all players the game of basketball. Having little or no playing time for any player defeats the goal of this league. Substitutions 3rd-4th Division: Every 5 minutes the clock is stopped and all players are substituted, matched up by the coaches and then play resumes. 5th-6th, 7th-8th Divisions: Free substitutions but equal playing time We realize that skill sets can vary widely for kids at this age and that this is a competitive league. In the past some coaches have agreed before game time to play their stronger players and not so developed players in synch with the opposing team to allow for equally matched players on the court at the same time. This is not a league rule and is up to the coaches to decide if they would like to do this at game time. MAN TO MAN DEFENSE: NYBL is a man to man defense league. As the league was founded on teaching fundamentals and developing the skills of the players we believe that learning man to man defense is critical to the players’ development. Zone defense is an easily learned concept that need not be “taught” in these critical skills development years. Zone defense is not allowed in the league with the exception of a zone full court press (divisions 5-6, 7-8). When employing a full court press the defending team may set up in a defensive zone alignment on the opposing team’s end of the court. Multiple Defenders: For the 3-4 division, multiple defenders on an offensive player are simply not allowed and will be stopped by the referee. Each defender must stay with their opposing player. The only exceptions to this rule are the following: Defenders “switch” on a player and the new defender picks up the offensive player, the original defender picks up another offensive player. The offensive player is in the key area and is driving to the basket. The defense is then allowed to “collapse” on the offensive player. For the 5-6, 7-8 divisions double, triple teaming is allowed as long as the defenders are actively defending against the offensive player. M2M Rules: The league’s rules on defense are man to man only. A zone defense is not allowed other than on a full court press: Defensive Three Seconds: A defensive player is not allowed inside the paint area for more than three seconds unless he is guarding the player with the ball or is actively guarding any opponent. Allowing defenders to hang under the basket and “defend the basket” is in violation. To be considered actively guarding, a defender must be within roughly an arms length of his opponent. If an offensive player moves through the key, the defender must also move along with the offensive player. A defensive player must be "tracking" their player at all times. A player must be guarding another player (within roughly 1 arm length) when on the strong side of the ball (within 1 pass) but need not chase the offensive player beyond the 3 point line. Any of the defensive players can collapse and “help” on any player driving to the basket. "Switching" should only occur when a defensive player gets beat, not simply to maintain a defensive zone position. Zone defense and multiple defender infractions: If the referee deems a zone defense is in formation or sees repeated double or triple-teaming of the offense by the defense (3rd-4th grade division) then the referee will do the following: 1st violation: stop the play and instruct the players and coach why the defense is in violation of the rules. 2nd violation: Stop the play and award one free-throw penalty shot to the offense and give the offense possession of the ball. 3rd and subsequent violations: Stop the play and award two free-throw penalty shots to the offense and give the offense possession of the ball. The referee has final say on all judgment calls regarding the implementation of these rules. PRESSING: 3rd-4th Division: Full court pressing is not allowed in the 3-4 divisions. For the 3-4 divisions once the ball changes possession, the defense must immediately clear to half court. 5th-6th, 7th-8th Divisions: Full court pressing is allowed in the 5-6 and 7-8 divisions. 5-6 and 7-8 can full court press until they are ahead by a predetermined # points, 8 points for 5th-6th and 10 points for 7th-8th Note: It is the responsibility of the referee to enforce the rules of the game. However, coaches are responsible for monitoring 'press point spreads' not referees. Coaches should “cordially” communicate with each other on the sidelines when press point spread has been reached. Coaches must tell their players when press point spread has been reached. Coaches should “cordially” bring it to the attention of the officials when pressing is or is not allowed. Team ahead MUST allow team behind to advance the ball into the front court without pressure – the defense should stay within the 3 point line area. SCORES, STANDINGS AND PLAYOFFS Scores are kept for all divisions during the game Standings are maintained for 5th-6th and 7th-8th divisions only Playoffs are for 5th-6th and 7th-8th divisions at the end of the year. GAME PREPARATION AND SUPPORT Prior to game: Coaches should contact one another via email or phone the week before the game to ensure that both coaches are aware of the game, game time and venue. During the game: Coaches and teams should arrive 15 minutes before the game starts The home team must supply an official game ball. Teams must bring pinnies in the event short colors are too close to differentiate. Coaches are responsible for the behavior of themselves, other coaches, players and parents/spectators of their players. The home team must supply a time clock/scoreboard operator. For 5th-6th and 7th-8th divisions both teams must supply an official scorer The official scorers determine the winner of the game, not the clock/scoreboard operator The team official scorers must have an official score book The official scorers must sit together at the clock/scoreboard table The official scorers should regularly communicate with one another during the game to ensure all scorers are capturing the same results Official scorers are responsible for monitoring and determining The official score Individual player points Individual and team fouls Foul out situations Foul penalty situations Failure to supply an official scorer and scorebook for the game results in a team’s forfeiture of any input to the score or foul situation. After the game: Players and coaches should line up and shake hands after the game. Thanking the ref is not a bad idea either. Coaches, players and spectators should clean up after themselves, removing water bottles and trash from the area and placing it in the trash receptacles Coaches, players and spectators should make every effort to leave the bench area and the gym quickly as the other teams will be waiting to start their games right away. Coaches (5th-6th, 7th-8th) enter the score results on the web site within 48 hours of the game. REFEREE SUPPORT All coaches shall provide support to the referees at all times: Coaches are responsible for fan behavior. Any coach who does not comply with a referee's request to deal with a fan shall be issued a misconduct as deemed appropriate by the referee. Any fan, coach or player who verbally or physically assaults a referee prior to, during, or following a game will be subject to a review by the Executive Board and may be prohibited from attending or viewing games for a period deemed appropriate. The enforcement of this prohibition will be the responsibility of the town. Any team/town that refuses to provide the name and address of a coach, fan or player who verbally or physically assaulted the referee will be subject to review of the Executive Board and may be denied play in NYBL as a result of that review. NYBL ZERO TOLERANCE BY-LAW Every coach and all spectators shall support the referee. Failure to do so undermines the referee's authority and has the potential to create a hostile environment for players, the referee, and all the other participants and spectators. Consequently, NYBL has adopted the following rules: No coach, player or spectator is to address the referee during the game! Coaches: Allowable exceptions during the game: Responding to a referee initiating a communication Making substitutions Pointing out emergency or safety issues Allowable exceptions at half time or at the end of the game: A coach can ask a referee to explain a rule(s) in a polite and constructive way. A coach may give polite and friendly feedback to a referee. Absolutely no sarcasm, no harassment, and no intimidation. Penalties: 1st Minor Infraction - Referee will ignore 1st Serious Infraction - Caution or ejection depending on severity of infraction 2nd Minor Infraction - A verbal warning 3rd Infraction - Caution 4th Infraction - Ejection Spectators or players: Allowable exceptions during the game: Responding to a referee initiating a communication Pointing out emergency or safety issues Penalties: 1st Infraction - Referee should stop the game and ask the coach to quiet the offending player, spectator. 2nd Infraction - A verbal warning. Referee should stop the game and ask the coach to warn the player, spectator that the next infraction will be an ejection or the referee will abandon the game. 3rd Infraction - The referee shall instruct the coach to direct the player, spectator to leave the gym. The referee should abandon the game if the player, spectator does not leave the gym. If the referee abandons the game, the referee shall file a report, and NYBL will impose a forfeit on the spectator's team. REFEREE NO-SHOWS In the unlikely event a scheduled referee does not show up at the gym for the game, the opposing coaches have the following options. Agree on a single substitute referee (asst coach, parent) for the entire game. If this agreement is in place then the results of the game are official (5th-6th, 7th-8th) Do not play the match and set a make-up date. If the match is played with a substitute referee, then no protests will be heard on the judgment of the substitute referee. CANCELLATIONS Games may be cancelled due to inclement weather, i.e. snow or power outages. All games are to be assumed in play unless and until they are cancelled by league officials. You will be notified of any game cancellations by email only. Cancellations will be made by one hour prior to game time. MAKE-UP GAMES Coaches need to coordinate their makeup games with the opposing coach and the referee coordinator. Often the best time for a makeup game is during one of the coaches’ practice times as it will be difficult to find court time once a game has been missed. LATE ARRIVALS Each team should arrive at the gym at least 15 minutes prior to the scheduled time for the game. If either team is not prepared to take the gym by 10 minutes after the scheduled start time or the availability of the gym, that team shall forfeit. If the team does arrive before the referee leaves the area, then the referee may conduct a shortened game (which will not count toward competitive standings, i.e., the forfeit stands), utilizing the time until the next scheduled game. TEAMS PLAYING UNREGISTERED OR INELIGIBLE PLAYERS No team may allow any player who is not on the official roster to play in a game. If a team is determined to have played an unregistered player or registered player not eligible to play on that team for any game, the "penalty/sanction" to be assessed by the League shall be the following: The game or games involving the unregistered or ineligible player shall be forfeited. The player shall be suspended from the next game, following notification by the Board, if it is determined that the player "knowingly" played as an unregistered or ineligible player; And the coach shall be suspended from the next game, following notification by the Board. LEAGUE STANDINGS AND GAME SCORE REPORTING (5th-6th, 7th-8th) League standings and game score records will be kept except for 3rd-4th division.
